For years, state and local politicians have been using a loophole in the law to raise taxes by disguising them as “fees” – circumventing the Constitutional requirements for passing taxes on goods like food, gas, cell phones, and even emergency services.  These Hidden Taxes add billions of dollars in higher costs that consumers pay.

Proposition 26 closes this loophole, protecting taxpayers and consumers against efforts by the state legislature and local politicians to increase Hidden Taxes.

• At the state level:  Prop. 26 requires a two-thirds vote of the Legislature to raise Hidden Taxes – just like the Constitution requires for other taxes.
• At the local level: Prop. 26 requires local politicians to get voter approval for Hidden Taxes – just like the Constitution requires for most other local taxes.
